A Star Trek - Doctor Who Connection?

The scene is Star Trek, the original series. The episode is "Assignment: Earth." In this episode, the Enterprise finds itself at Earth in 1968, where they encounter a guy who calls himself Gary Seven. (Pic at left may help you recall the episode.)

Although Mr. Seven appears human, his true origins are mysterious. He clearly is not from 1968 Earth. His mission is also mysterious; it is, of course, up to Kirk and Spock to figure it out and determine whether or not they should allow him to complete it.

My thought is that Mr. Seven is not actually a human raised on faraway planet, as he says. I believe he's actually a Time Lord.
Here are some bits of evidence:

• Time travel doesn't faze him at all. He is totally unsurprised that the Enterprise folks are from the future.
• His mission (we come to learn) is to affect the course of history.
• He uses a device which he calls a servo as an all-purpose tool to assist him in his mission (pic at right, detail 1st pic below). Whatever he calls it, it does bear a resemblance to a sonic screwdriver (one held by 10th Doctor in 2nd pic below).

  

• He travels with a companion, Isis, his "cat." (pic below).

  

• His travels through space seem to be controlled by a device that's kind of in the shape of a box. In the episode, it looks like a closet with a large wall safe, but perhaps it's really a TARDIS.

So that's my thinking. Does it seem plausible?
